Layal Mansour

Dr. Layal Mansour is a macroeconomist specializing in monetary and financial economics, with particular expertise in dollarized emerging and developing economies. She holds a Ph.D. in Macroeconomics, with a focus on monetary and financial economics, from Université Lumière Lyon 2, France. She also completed a postdoctoral research program in Financial Economics at the American University of Beirut.

Dr. Mansour has extensive international teaching experience and has taught economics in French, English, and Arabic. In France, she served as an economics instructor at Université Claude Bernard Lyon 1, Université Lumière Lyon 2, and Université Jean Moulin Lyon 3. In Lebanon, she served as a lecturer at the AACSB-accredited Lebanese American University and the American University of Beirut, and as an Assistant Professor at the Lebanese University. Since 2016, she has also regularly served as a summer guest speaker at the George Washington University in the United States. In Kuwait, she was an assistant professor at Kuwait International Law School before joining the American University of Kuwait.

Dr. Mansour’s research focuses on macro-financial and time-series analysis, with particular emphasis on monetary policy, exchange rates, dollarization, financial crises, geopolitical risk. Her research has been published in Q1 and Q2 academic journals indexed in Web of Science and Scopus. She has presented her research at prominent international conferences, including the Allied Social Science Associations (ASSA) Annual Meeting, convened by the American Economic Association (AEA), and the Western Economic Association International. She also led the development of a Financial Stress Index incorporating the dollarization rate, which she presented at World Bank MENA seminars in the United States and at the United Nations Economic and Social Commission for Western Asia in Lebanon. Her work has also been presented at international academic conferences held in Kuwait, Jordan, the UAE, Türkiye, and the USA.

Beyond academia, Dr. Mansour is actively engaged in public policy and provides economic advisory services to international organizations, including the World Bank, the United Nations, and the Konrad-Adenauer-Stiftung, as well as to research centers, contributing to policy design and economic reform.

On June 19, 2020, she formally presented Legislative Proposal No. 967/2020 to the Lebanese Parliament. The proposal recommends adopting a Currency Board Arrangement and a new exchange-rate framework for Lebanon in response to the country’s long-standing, high level of de facto dollarization.
